SPECIFICALLY IF YOU ARE HERE TO SPEAK ABOUT ADDING GENDER EXPRESSION TO OUR DISCRIMINATION HARASSMENT POLICY, THAT ITEM WILL NOT BE VOTED ON TODAY. I REPEAT, THE BOARD WILL NOT BE TAKING ACTION ON GENDER EXPRESSION TODAY. THE POLICY WILL REMAIN AS IT HAS BEEN FOR THE LAST SEVERAL YEARS. >> MY NAME IS TERRY TEMPLE. I'M PRESIDENT OF COMMUNITY ISSUES COUNCIL IN BRANDON. AND THERE ARE SEVERAL AGENDA ITEMS I AM GOING TO SPEAK TO. FIRST I WANT TO SAY, THERE'S 8,000 PETITIONS HERE. I HAVE A LOT MORE BUT I WASN'T ABLE TO PROCESS THEM BEFORE THE MEETING. BUT THE NEXT MEETING I'LL BRING YOU THE REST OF THEM. THESE ARE PETITIONS FROM PEOPLE IN THE COMMUNITY WHO WOULD LIKE YOU TO SPECIFICALLY SET A PROCEDURE OR POLICY IN PLACE THAT PROVIDES NO OPPORTUNITY FOR BOYS WHO ARE ANATOMICALLY MALES TO GO INTO THE GIRLS' RESTROOM AND SHOWER FACILITIES REGARDLESS OF HOW LONG THEY MAY HAVE BEEN UNCERTAIN ABOUT THEIR SEXUAL IDENTITY. I'M HERE BECAUSE I LOVE ALL CHILDREN. AND IT WAS REALLY GREAT ACTUALLY THE LAST TIME -- AND NEARLY ALL OF YOU RAISED YOUR HANDS THAT YOU LOVE CHILDREN, TOO. AND I DO WANT TO EMPHASIZE ALL CHILDREN. AND I AM GOING TO ASK YOU IN YOUR RUSH TO BE POLITICALLY CORRECT, I AM GOING TO IMPLORE YOU TO REMEMBER THAT THE VAST MAJORITY WHO ARE DISCRIMINATED AGAINST WHEN YOU VOTE TO IMPLEMENT SPECIAL RIGHTS AND PRIVILEGES FOR VERY SMALL MINORITIES, I WOULD ASK YOU TO REMEMBER THEM. AND PLEASE REMEMBER THAT THERE ARE MANY IN THE SCIENTIFIC COMMUNITY WHOSE OPINION IS THAT YOU ARE DOING CHILDREN WHO ARE UNCERTAIN ABOUT THEIR SEXUALITY A DISSERVICE WHEN YOUR POLICIES ENCOURAGE THEM TO EXPLORE THEIR UNCERTAINTY RATHER THAN COME TO EMBRACE REALITY. ON THE RENEWAL OF VIRTUAL SCHOOL CONTRACT, I JUST WANT TO SAY THANK YOU FOR DOING. THAT I BELIEVE FIRMLY IN SCHOOL CHOICE. I HAVE BEEN AN ADVOCATE FOR ALL FORMS OF SCHOOL CHOICE. ACTUALLY A COUPLE OF MY GRANDCHILDREN HAVE BEEN THROUGH VIRTUAL SCHOOL AND CHARTER SCHOOLS, AND I WOULD ENCOURAGE YOU WITH THE CHARTER SCHOOLS TO DO ALL YOU CAN TO CONTINUE TO EXPAND THAT. THEIR SUCCESS SEEMS TO BE HIGH. AND WE NEED TO LOOK AT THE CHILDREN WHO ATTEND CHARTER SCHOOLS AS WELL AS THE CHILDREN WHO ATTEND TRADITIONAL PUBLIC SCHOOLS AS OUR CHILDREN. AND I WANTED TO ASK A QUESTION. PERHAPS COULD YOU HAVE SOMEONE FROM STAFF ENLIGHTEN ME. I WANTED TO UNDERSTAND THAN THE APPROVAL OF BOOK PURCHASES. YOU HAVE AN ITEM ON THERE ABOUT BOOK PURCHASES FROM MITLER. I WANTED TO FIND OUT EXACTLY WHAT THAT APPROVAL PROCESS IS FOR CURRICULUM AND ALSO HOW PEOPLE FROM THE COMMUNITY COULD BE INVOLVED IN THAT PROCESS. WE HAVE A LOT OF PEOPLE WHO WOULD LIKE TO HELP YOU IN THIS SELECTION OF CURRICULUM BUT WE HAVE BEEN UNABLE TO REALLY WORK OUR WAY THROUGH THE SYSTEM TO FIGURE OUT HOW TO DO THAT. SO PERHAPS YOU COULD HAVE SOMEONE FROM STAFF HELP ME WITH THAT. I AM JUST GOING TO MENTION QUICKLY, I MENTIONED LAST TIME THE APPROVAL FOR OVERNIGHT TRIPS. PRESIDENT OBAMA'S ADVISORY ON STUDENTS WHO FEEL THEY ARE THE OTHER SEX DOES REQUIRE THAT YOU ALLOW BOYS WHO SAY THEY THINK THEY ARE GIRLS TO SLEEP WITH THE GIRLS ON OVERNIGHT TRIPS. IT DOES SAY THAT. WHETHER YOU LIKE IT OR NOT, THAT'S WHAT IT SAYS. UNLESS YOU HAVE A CLEARLY DEFINED POSITION THAT THAT'S NOT GOING TO HAPPEN, YOU WILL ULTIMATELY BE COERCED INTO AGREEING WITH THE PRESIDENT'S RADICAL REDEFINITION OF HUMAN SEXUALITY. RIGHT NOW THE THREAT IS TO TAKE AWAY THE FEDERAL FUNDING YOU RECEIVE FOR MEALS FOR CHILDREN WHO CAN'T AFFORD FOOD. DOES THAT SEEM LIKE A THREAT THE PRESIDENT OF THE UNITED STATES SHOULD MAKE AGAINST THE SCHOOL DISTRICTS OF AMERICA? AND WORDS ARE TRICKY THINGS. IS IT AN ADVISEMENT, OR IS IT AN EDICT? AND WHAT DOES CONSISTENT MEAN IN THAT STATEMENT? IN CALIFORNIA, A STUDENT IS CONSISTENT IN HIS OR HER GENDER IDENTITY ON A DAY TOO DAY BASIS. I KNOW THIS IS ISN'T CALIFORNIA YET, BUT WE ARE ASKING YOU TO BUILD A FIREWALL SO THAT HILLSBOROUGH COUNTY DOESN'T BECOME SAN FRANCISCO EAST. WITH REGARD TO THE POLICY CHANGE THAT WAS PULLED, PLEASE DON'T BRING IT BACK, EVER. NOT IN THE NEXT POLICY CYCLE OR THE NEXT POLICY CYCLE. THERE'S ALREADY ADEQUATE PROTECTION FOR ALL STUDENTS IN THE NONDISCRIMINATION POLICY. AS A MATTER OF FACT, THERE WAS AMPLE PROTECTION IN THE POLICY PRIOR TO THE ADDITION OF SEXUAL ORIENTATION AND GENDER IDENTITY. AS SOON AS YOU ADDED THOSE CLASSIFICATIONS, YOU BEGAN TO DISCRIMINATE AGAINST STUDENTS WHO BELIEVE IN THE EVIDENCE OF SCIENCE AND THOSE WHOSE BELIEFS ARE INFORMED BY SINCERELY HELD RELIGIOUS BELIEF. >> GOOD AFTERNOON, BOARD, SUPERINTENDENT, CHIEF OF STAFF, AND EVERYBODY ELSE ON THE DAIS AND IN THE AUDIENCE. I HOPE THEY ARE REGISTERED VOTERS. I AM HERE TO SPEAK ON ITEM 604, EDUCATIONAL SERVICE FORCE BUILDING TRADE, COMMITTEES AT ERWIN TECHNICAL COLLEGE. APPROVE AGREEMENT FOR EDUCATIONAL SERVICES FOR THE CITY OF TAMPA FOR THE FIREFIGHTER TRAINING BY LEAREY TECHNOLOGICAL COLLEGE. AND APPROVE THE AGREEMENT FOR TECHNICAL SERVICES COMMUNITY BASED SOLUTIONS, LLC, IN SUPPORT OF THE DISTRICT'S CONSTRUCTION PROJECTS DATABASE. ONE OF THE REASONS IS THAT EVERY STUDENT IS NOT GOING TO COLLEGE. EVERY STUDENT DOESN'T WANT TO HAVE A $200,000 BILL FOR GOING TO COLLEGE AND CAN'T GET A JOB WHEN THEY GET OUT. VOCATION IS A WAY, AN OPPORTUNITY TO KEEP GUNS OUT OF CHILDREN'S HANDS IN EAST TAMPA AND WEST TAMPA. WE HAD THREE KILLINGS ALREADY, STRAY BULLETS KILLING PEOPLE THAT ARE INNOCENT, IN OUR PART OF THE SO-CALLED HOOD, DISTRICT 5. VOCATIONAL TRAINING WENT AWAY WITH ACADEMIAS SAID THAT IT'S BETTER TO HAVE A BRAIN THAN TO HAVE YOUR HANDS WORKING ON A WRENCH. WE NEED TO GO BACK AND INCREASE OUR VOCATIONAL. WE NEED TO TAKE A LOOK AT WHAT BROWARD IS DOING WITH THEIR PREK-8 AND INCLUDING IT AS PART OF THE VOCATION. MAYBE MIGHT GET SOME MONEY THAT WAY. AND SO I AM HERE TO SPEAK TO SAY THAT WE NEED MORE OF THESE APPRENTICESHIPS WITH OUR UNIONS, SUCH AS THE CENTRAL NORTH FLORIDA CAR ENTERS, MILLWRIGHTS, THE IRONWORKERS, YOU KNOW, THE CARPENTERS, THE ELECTRICAL, WE NEED MORE OF THAT. WE NEED TO INCREASE THE VOCATION LIKE THEY HAVE RECENTLY DONE AND PUT OUT MULTI-MILLION DOLLAR FACILITY TO DO AUTOMOBILE AT LETO. WE NEED SOMETHING IN DISTRICT 5. WE HAVE AT LEAST TWO OF THEM, VOCATIONAL COLLEGES. WE NEED TO EXPAND OUR BUS TRAINING, USE THOSE BUSES. CREATE A PROGRAM. LET'S DO IT. IN BROWARD, THEY GIVE CELs OUT TO STUDENTS. THEY EVEN BOUGHT A HOUSING CENTER TO HOUSE THE PROGRAM. WE ARE GOING TO TAKE ONE BAY AT THE BUS PLACE AND START SOMETHING. LET'S TAB IT A LITTLE FURTHER THAN THAT. SINCE WE ARE THE SCHOOL DISTRICT THAT BUILD MODELS, NOT FOLLOW, BUT IN THIS CASE WE MIGHT HAVE TO FOLLOW, BEING A BUILDING ENGINEER MYSELF. FIREFIGHTER TRAINING. NEED THAT. FIRST RESPONDERS. JUST BECAME A FIREMAN. I'M VERY PROUD OF THAT. AND I THINK THAT BECAUSE OF THIS SERVICE YOU HAVE AT LEERY, DOESN'T REALLY COST THE DISTRICT ANYTHING, BUT ONE OF THE STATISTICS IS THAT IT REALLY SAYS RECOGNIZE THE WELL-TRAINED PRODUCTIVE FOR ECONOMIC WELL-BEING OF THE COMMUNITY. IN THE STATE OF FLORIDA THROUGH SCHOOL DISTRICTS, PROVIDES RESOURCE FORCE CARPENTERS TO TRAIN IMPLY HE IS FOR NEW TECHNOLOGIES, DIVERSE IF I PRODUCT LINES AND ENHANCE HUMAN TECHNICAL SKILLS. NOT EVERY KID IS GOING TO COLLEGE. I CAN TAKE YOU ALL EAST AND WEST TAMPA AND SHOW YOU GUNFIRE. THAT'S THE TRAINING THEY GOT. THEY GOT SKILLS ON USING A 9-MILLIMETER AND A GLOCK. YOU DON'T NEED THAT. WE NEED THEM TO BE MAKING MONEY DOING SOMETHING PRODUCTIVE AND WE NEED TO HAVE DO IT EARLY, NOT AFTER THEY GRADUATE AND COME BACK TOO DO IT. WE NEED TO LET THEM KNOW FROM A-1 THAT THERE'S OPPORTUNITY BESIDES BEING ACT DAMIAN, AND I WENT THAT ROUTE. I CAN DO BOTH. I CAN DO MECHANICS AND I CAN DO ENGINEERING. FINALLY, THE TECHNICAL SERVICES COMMUNITY BASED AGREEMENT NEEDS TO BE APPROVED BECAUSE IT HELPS SUPPORT THE CONSTRUCTION PROJECT DATABASE THAT'S HAD SOME ISSUES. THEY MODIFY -- HOPEFULLY CHRIS FOX AND THEM ARE DOING A GREAT JOB. CONGRATULATIONS TO CHRIS FOR BEING REAPPOINTED BACK. THAT WOULD HAVE BEEN A DISASTER NOT HAVING THAT GUY COME BACK. THESE SUPPORTS ARE IMPERATIVE TO ENSURE THAT ALL STUDENTS HAVE PROTECTION AGAINST DISCRIMINATION AND FEEL THAT THEY HAVE A RIGHT TO SPEAK OUT WHEN THEY FEEL BULLIED. IT SADDENS ME THAT THIS IS EVEN A DISCUSSION, THAT WE HAVE TO TALK ABOUT THIS. IT SEEMS SIMPLE TO ME. EVERY STUDENT DESPITE HOW THEY CHOOSE TO EXPRESS THEMSELVES DESERVES TO FEEL PROTECTED WHEN THEY WALK INTO A SCHOOL. BY VOTING TO INCLUDE GENDER EXPRESSION AND GENDER IDENTITY IN OUR COUNTY'S NONDISCRIMINATION POLICY YOU AS SCHOOL BOARD MEMBERS WILL SEND A POWERFUL MESSAGE THAT EVERY STUDENT'S SAFETY IS IMPORTANT. TODAY WE HAVE ADDED SECURITY PRECAUTIONS WITH METAL DETECTORS AND POLICE OFFICERS TO KEEP US SAFE. THE REQUEST FOR THE ADDITION OF GENDER EXPRESSION IS ALSO A SECURITY PRECAUTION FOR OUR STUDENTS. AS OUR LG BTQ STUDENTS NEED OUR PROTECTION. ACCORDING TO THE FBI, NEARLY A FIFTH OF THE SO-CALLED SINGLE BIAS HATE CRIMES REPORTED TO THE FBI IN 2014 WERE BECAUSE OF THE TARGET SEXUAL ORIENTATION OR IN SOME CASES THEIR PERCEIVED ORIENTATION. IT IS HEART BREAKING TO ALLOW TO MANIFEST ITSELF IN HASTE AND EXCLUSION. AS A HIGH SCHOOL TEACHER AND SPONSOR MY STUDENTS SHARED WITH ME COUNTLESS INSTANCES WHEN NOT ONLY STUDENTS BUT ADULTS USED DEFAMATORY LANGUAGE TOWARDS THEM TORE LGBTQ COMMUNITY AS A WHOLLY, AND ALSO LEAVE THEM FEELING DETACHED, ISOLATED AND ALONE, DEPRESSED, WITHDRAWN AND SCARED. FOR SOME SCHOOLS THE ONLY PLACE THESE STUDENTS CAN FULLY EXPRESS THEMSELVES IS REALLY AT HOME. WHEN NOT PROTECTING THEM THEY WILL POTENTIALLY NEVER BE ABLE TOO FEEL SAFE AND EXPRESS THEIR TRUE SELVES. I HAVE SEEN STUDENTS THAT HAVE BEEN SURROUNDED BY LOVE AND SUPPORT AND RESPECT. THESE STUDENTS THRIVE. ALL OF OUR STUDENTS DESERVE TO FEEL SAFE AND BE PROVIDED WITH ACCESS TO AN EQUITABLE EDUCATION. IN MY CLASSROOM WE TALK A LOT ABOUT HOW LANGUAGE SHAPES EXPERIENCE AND PERCEPTION. ADDING THIS LANGUAGE TO THE NONDISCRIMINATION POLICY CAN HELP PROVIDE A POSITIVE EXPERIENCE FOR LGBTQ STUDENTS.  THIS IS JUST ABOUT ADDING TWO WORDS TO A POLICY TO KEEP ALL STUDENTS SAFE. THE ADDITION OF THIS IS FAR REACHING AND NOT ONLY SHAPES AND EFFECTS THE STUDENTS' EXPERIENCES WITH THE SCHOOL BUT SETS A PRECEDENT FOR RESPECT FOR THE LGBTQ COMMUNITY LONG AFTER STUDENTS GRADUATE. WE ALSO UNDERSTAND THAT SOME OF THE STUDENTS ARE STRUGGLING WITH GENDER EXPRESSION. IT DOES NOT MEAN THAT THEY SET THE PRECEDENT FOR ALL OF THE OTHER STUDENTS AS FAR AS TAKING OVER THE BATHROOMS. AND RUINING IT FOR THOSE WHO WANT TO GO IN AND HAVE PRIVACY. I WOULD NOT WANT ONE OF MY GRANDDAUGHTERS HAVING YOUNG MEN COME INTO THE RESTROOM WITH THEM. MUCH LESS TO SHOWER. ON THE OTHER HAND, I AM CONCERNED ABOUT THE GENERAL PUBLIC WHO ARE NOW POSSIBLY EXPOSED TO THE GENDER EXPRESSION ISSUE IN TERMS OF RESTROOMS AND CAMPOUTS. I THINK THAT THIS BEARS A FINANCIAL ISSUE FOR THE SCHOOL BOARD BECAUSE OF FALLOUT IF THIS PROCESS GOES FORWARD. ALREADY TARGET STORES IS LOSING MILLIONS OF DOLLARS BECAUSE OVER ONE AND A HALF MILLION PEOPLE HAVE SIGNED ON TO NOT GO THERE BECAUSE OF THEIR TRANSGENDER POLICY FOR RESTROOMS. THIS COULD AFFECT THE SCHOOLS LOCALLY BECAUSE OF PARENTS WITHDRAWING THEIR CHILDREN AND PUTTING THEM IN OTHER PLACES. AND I KNOW FOR A FACT THAT EVERY CHILD NOT IN CLASS MEANS LOSS OF REVENUE FOR THE SCHOOLS. SO IT COULD IMPACT THE SCHOOLS. I PROPOSE JUST THAT YOU THINK ABOUT HAVING SPECIALTY RESTROOMS IN ALL OF THE SCHOOLS. THAT TRANSGENDERS, EVERYONE WHO IS STRUGGLING WITH IDENTITY WOULD HAVE THE OPTION OF USING. BECAUSE I THINK IT WOULD BE FAR CHEAPER THAN DEALING WITH COUNSELING FOR THOSE WHO ARE ASSAULTED VISUALLY BY PEOPLE COMING INTO THEIR RESTROOM THAT DON'T MATCH THEIR IDENTITY. SO PLEASE THINK ABOUT THAT. AND CONSIDER IT CAREFULLY, AND NOT TO BE DRIVEN BY FINANCES BUT I THINK IT WOULD AFFECT THE FINANCES OF THE SCHOOLS. (BELL SOUNDS).

AND I FEEL THE SAME DISBELIEF AND OUTRAGE AND DISGUST REGARDING THIS INSANE BATHROOM DID HE BACKLE THAT IS VICTIMIZING OUR NATION.  THIS IS BY THE OBAMA ADMINISTRATION. IT DOES NOT VERY MUCH THE INFORMS OF LAW THAT INCLUDES LOSS OF LAWSUITS AND FEDERAL AID, AND EXPOSE WOMEN INCLUDING OURSELVES TO DEGENERAL RATS WHO CAN STALK THE RESTROOMS AND STALK THEIR PREY. THERE ARE -- THIS HAS LITTLE TO DO WHERE PROVIDING EQUALITY TO THE THREE TENTHS OF A PERCENT OF POPULATION WHO ARE GENDER CONFUSED. THE AMERICAN PSYCHIATRIC ASSOCIATION'S DIAGNOSTIC AND STATISTICAL MANUAL STATES THAT UP TO 98% OF THESE BOYS AND 88% OF THESE GIRLS BECOME SATISFIED WITH THEIR GENDER BY THE TIME THEY MATURE. THIS MEANS THAT THE IMPOSITION OF RULES BASED ON GENDER IDENTITY EXPRESSION HAS A CHILLING EFFECT ON THE FREE SPEECH AND FREEDOM RIGHTS OF 99.7% OF THE POPULATION. I ENCOURAGE YOU TO FIGHT FOR THE PRIVACY AND PROTECTION OF TEENAGER GIRLS IN ELEMENTARY AGE GIRLS AND BOYS TO STAND UP TO HAVE THE OBAMA BULLIES. AND TAKE A STAND WITH MARION COUNTY SCHOOL DISTRICT, AND 12 STATES WHO HAVE DECLARED THAT THEY WILL NOT YIELD TO THE BLACK MALE FROM THE PRESIDENT OF THE UNITED STATES. WE DO NOT WANT OUR DAUGHTERS OR SONS IN RESTROOMS, CHANGING IN LOCKER ROOMS OR SLEEPING ON OVERNIGHT TRIPS WITH CHILDREN OF THE OPPOSITE BIOLOGICAL SEX, PERIOD. THIS SHOULDN'T EVEN BE AN ISSUE THAT'S GOING ON RATE NOW IN OUR SCHOOLS. WE DO NOT THINK THAT 99% OF OUR CHILDREN SHOULD HAVE THEIR PRIVACY VIOLATE VIOLATED BECAUSE LESS THAN 1% OF THEIR PEERS ARE TRANSGENDER. WE FEEL THERE ARE WOULD DAMAGE ALL OF OUR CHILDREN AND THE SUICIDE RATE WILL RISE AS A WHOLE LOOK.  AT ALL THE NONTRANSGENDER CHILDREN AND ALL OF THE TRANSGENDER CHILDREN THAT HAVE ALREADY COMMITTED SUICIDE DUE TO SCHOOL BULLYING.  THIS IS HAPPENING EVERY DAY, AND YOU THE DISTRICT CAN DO NOTHING TO STOP IT. OVER 160,000 CHILDREN MISS SCHOOL EVERY DAY DUE TO BULLYING. IT HAPPENS EVERY SEVEN MINUTES AND OUR CHILDREN ARE KILLING THEMSELVES BECAUSE OF IT. AND NOW YOU ARE CONSIDERING ADDING TO THE PROBLEM. THE FACT IS THAT WE CANNOT CHANGE HOW OUR CHILDREN FEEL. WE CAN ONLY TRY TO CHANGE IT. WHAT'S GOING TO HAPPEN WHEN IT'S ONE OF YOUR CHILDREN THAT DO THIS? WHAT'S GOING TO HAPPEN WHEN IT'S ONE OF YOUR CHILDREN THAT GO IN THE LOCKER ROOM AND IS DEVASTATED BY THE THINGS THAT THEY SAW? MUCH OF WHAT IS SAID HERE TODAY IS A RESULT OF IGNORANCE AND IRRESPONSIBLE FEAR MONGERING FED BY SOME MEDIA. I GET IT. IT IS A DIFFICULT THING TO UNDERSTAND. I HEAR A LOT TODAY OF PEOPLE SAYING WE LOVE THESE CHILDREN, BUT, YOU KNOW, MY KID MIGHT HAVE DEVASTATED IF THEY SEE YOUR KID IN THE BATHROOM. THAT SEEMS A BIT TWO SIDED TO ME. I'M NOT SURE WHAT YOU THINK IS GOING TO HAPPEN IN THE BATHROOMS, BUT THE TRANSGENDER CHILDREN IN LOCKER ROOMS WANT JUST A PRIVATE PLACE TO CHANGE. THE LOS ANGELES SCHOOL DISTRICT HAS FOR ELEVEN YEARS HAD A POLICY FOR TRANSGENDER STUDENTS TO USE THE BATHROOM AND THEY HAVE NO PROBLEMS. I'M NOT REALLY SURE WHAT THING THEY THINK IS GOING TO HAPPEN. ALTHOUGH THE TAMPA FIRE RESCUE PARTNERSHIP IS OPEN TO ALL STUDENTS WHO QUALIFY, THEIR FOCUS IS TO PROMOTE THE -- INCREASE THE NUMBER OF NONTRADITIONAL FIREFIGHTERS, WOMEN AND MINORITIES, INTO THE LOCAL WORKFORCE. DURING THE 15-16 SCHOOL YEAR THERE WERE OVER 1200 ATTENDED CLASSES AND OF THOSE 850 OCCUPATIONAL COMPLETION POINTS WERE EARNED. ON THE APPRENTICESHIP PROGRAM SPONSORS WHICH ARE CALLED OUR AB PRENTICE SHIP COMMITTEES, ONE LIKE TO ENTER INTO AGREEMENTS WITH STATE FUNDED COMMUNITY COLLEGES OR SCHOOL DISTRICTS AROUND THE STATE. PAID WITHOUT REGARD TO GEOGRAPHIC BOUNDARY CHOSE US TO REPRESENT THEM. WE HAVE PROVIDED -- THEY HAVE PROVIDED STATE-OF-THE-ART TRAINING FACILITIES AND EQUIPMENT THROUGHOUT THE STATE INCLUDING PROGRAMS LOCATED IN GAINESVILLE, JACKSONVILLE, PENSACOLA, SANFORD AND OUR TAMPA BAY LOCAL AREA. THE APPRENTICESHIP TRAINING MODEL EDUCATION HAS OVER 2,000 HOURS OF YEAR OF ON-THE-JOB TRAINING AND MINIMUM OF 144 CLASSROOM HOURS OF CLASSROOM RELATED INSTRUCTION WHICH IS ALIGNED TO INDUSTRY OCCUPATIONAL STANDARD. IN EACH OF OUR REGISTERED APPRENTICESHIP PROGRAMS STUDENTS ARE PAID A GUARANTEED WAGE FOR THEIR ON-THE-JOB TRAINING AND THAT WAGE INCREASE WAS EACH YEAR OF SUCCESSFUL COMPLETION. WE DON'T HAVE THE RESOURCES TO DO THAT EITHER, AND I DON'T THINK THAT WE ARE NO POSITION TO BE BONDING AND I DON'T WANT TO BUILD A SCHOOL TO ALLEVIATE UNLESS WE HAVE DONE EVERYTHING POSSIBLE THAT WE CAN DO AS A SCHOOL SYSTEM AND AS A BOARD TO REALLY MAXIMIZE ON THE SEATS THAT WE HAVE AVAILABLE AT ALL OF OUR SCHOOLS, BECAUSE THEN WHAT ARE WE GOING TO DO, CLOSE A SCHOOL? WHEN HEAD START TALKED ABOUT TRAINING -- SWIMMING, FOR OUR STUDENTS, AND TALKED ABOUT THE POSSIBILITY OF HAVING A COUPLE OF THOSE SESSIONS WHERE PARENTS ACTUALLY ATTENDED -- AND WHAT A GREAT WAY TO EXTEND THAT WITH SOME CPR TRAINING FOR THOSE PARENTS. BECAUSE I THINK IT'S ONE MORE THING WE HAVE BEEN TALKING ABOUT TEACHING KIDS TO KNOW HOW TO, THE DROWNING DEATHS DECREASE. AND I THINK TELEPHONE THERE IS EVER A CRISIS OR SOMETHING, THEY NEED TO KNOW. SO I THINK THIS ALL HAS IMPLICATIONS BEYOND WHAT WE ARE TALKING ABOUT TODAY. AND SO AS YOU BUILD THAT PROGRAM IN THE FUTURE, AND IN THE SHORT TURN-AROUND TIME BUT I THINK IT IS WORTH HAVING THEMSELVES WHO MAY NOT BE ABLE TO SURROUND, LEARN CPR BECAUSE IT IS A LIFE SAVING TOOL.

THE OTHER THING THAT I WANTED TO HIGHLIGHT FOR YOU WAS WHEN WE HAD THE WORKSHOP ON YOUR POLICIES AT THE LEGISLATURE AND THE GOVERNOR HAD NOT FINALIZED THE BI LITERACY PIECE SO WE MODIFIED POLICY TO REFLECT THAT BASED ON ADVICE THAT WE CAN ACTUALLY PLACE IT ON THE STUDENT'S DIPLOMA. AGAIN LEGAL ADVISES US THAT THAT'S ALLOWABLE NOW BECAUSE THE GOVERNOR'S SIGNATURE IS ON THE BILL. SO I WANTED TO KNOWLEDGE IT AND GIVE CREDIT WHERE CREDIT IS DUE.

VERY PASSIONATE ABOUT ADVOCACY. I WAS ALWAYS TAUGHT A LONG TIME AGO, SOMEONE SAID TO ME IF YOU ARE NOT AT THE TABLE YOU ARE LUNCH. AND SO I JUST WANTED TO EVEN THOUGH EVERYONE HAS ALREADY GONE THAT WAS HERE EARLIER PRETTY MUCH THAT SPOKE, BUT I WANTED TO COMMEND PEOPLE FOR TAKING THE TIME OUT OF THEIR DAY TO HAVE RESEARCH THE THE ISSUES AND COME AND MAKE STATEMENTS AND GET INVOLVED AND HAVE A VOICE AND SPEAK FOR THEMSELVES AND SPEAK FOR THEIR COMMUNITIES. SO IT'S KIND OF SLOWED DOWN. BUT I HAD THE OPPORTUNITY TO VISIT. AND WE ATTENDED -- THERE WE GO. I GOT TO VISIT LEVY AND THE CUSTODIAN HAD THAT PLACE LOOKING SPOTLESS AND I GOT TO SEE THE VET PROGRAM WITH ALL ITS ANIMALS THERE. IT WAS A LOT OF FUN. THEN I WENT TO THE PBIS TRAINING AND WAS REALLY EXCITED ABOUT WHAT WAS GOING ON THERE WITH MONROE, I THINK IT WAS TURKEY CREEK, AND SHORE. AND THEN OF COURSE A LOT OF US ATTENDED THAT TALENT DEVELOPMENT INSTITUTE, AND THERE WAS SO MUCH INTERACTION AND EXCITEMENT COMING FROM THE ROOM, AND SHARING, THAT I JUST WANT TO SAY THAT THE DISTRICT IS IN FULL SWING WITH TRAINING, AND WE HAVE GOT THE DIVERSITY -- HOW DO YOU SAY IT? BEYOND DIVERSITY TRAINING GOING ON RIGHT NOW. AND THERE ARE HUNDREDS OF PEOPLE ATTENDING THAT. AND I JUST FEEL THE ENERGY. EVERYBODY IS EXCITED ABOUT THE SCHOOL YEAR, AND PLANNING THE SUMMER, AND I JUST WANT TO BE APPLAUD THE STAFF TO KEEP UP THAT ENTHUSIASM OVER THE SLOWEST SUMMER MONTHS SO THAT WHEN WE ARE HERE BACK IN AUGUST 10th WE ARE IN GEAR READY TO GET STARTED. SYKES AND MR. AYRES FOR THEIR LEADERSHIP IN TAKING THE NEEDS OF OUR CHILDREN REALLY TO HEART. HAVING SAID THAT, I WANT TO SHARE WITH YOU A RECENT EXPERIENCE I HAD AT THE LUNCH TABLE WITH A DEAR FRIEND FROM A LONG TIME AGO. AND AT THAT DINNER TABLE, AT THAT LUNCH TABLE, I RECEIVED ANOTHER HISTORY LESSON OF THE DISTRICT. AND THIS WISE INDIVIDUAL SHARED WITH ME THAT ONLY AFRICAN-AMERICANS WOULD APPLY FOR AFRICAN-AMERICAN SEATS. THAT STUNS ME. BECAUSE TODAY, WE APPOINTED AND APPROVED MANY DIVERSE POSITIONS. AND I'M HOPING -- I'M HOPING -- AND I AM GOING TO READ AN EXCERPT FROM A SPEECH GIVEN ON AUGUST 28th, 1963, BY THE LATE GREAT DR. MARTIN LUTHER KING JR. WHERE HE SAID:  I HAVE A DREAM THAT MY FOUR CHILDREN WILL ONE DAY LIVE IN A NATION WHERE THEY WILL NOT BE JUDGED BY THE COLOR OF THEIR SKIN BUT BY THE CONTENT OF THEIR CHARACTER. SAY OF THAT TO EMPOWER FOLKS TO TAKE THAT STIGMA OUT OF OUR MINDS, OUT OF THEIR HEADS. IT'S NOT THAT TIME OF DAY ANYMORE. I BELIEVE THAT WHAT WE SEVEN BOARD MEMBERS AND THE SUPERINTENDENT AND THE EXECUTIVE TEAM WANT IS THE BEST, HIGHLY QUALIFIED INDIVIDUAL THAT WILL HELP US MEET THE NEEDS OF THIS DISTRICT. AND DR. VASQUEZ, I WANT TO COMMEND YOU, BECAUSE YOU HAVE TAKEN A LOT OF FOOLISHNESS FROM A LOT OF INDIVIDUALS THAT DON'T KNOW DR. VASQUEZ, AND DON'T KNOW THE ROLE THAT DR. VASQUEZ PLAYS IN THIS PARTICULAR DISTRICT, AND THE ACCOMPLISHMENTS THAT YOU HAVE BEEN ABLE TO REACH IN YOUR SHORT TENURE IN HELPING MR. EAKINS AND THE TEAM BRING US TO THIS DATE. I HAVE TO PUBLICLY SAY THAT, BECAUSE IT COMES TO A POINT WHERE ENOUGH IS ENOUGH. AND THAT'S WHERE I AM AT TODAY. ENOUGH IS ENOUGH. OUT OF ALL OF THOSE NATIONAL SEARCHES THAT WE DID, WE COULD NOT FIND, IN THIS WHOLE NATION, NOT ONE QUALIFIED HISPANIC CANDIDATE FOR ANY OF THESE POSITIONS. THAT'S WHY I COMMEND YOU, AGAIN, FOR THE PARTNERSHIP WITH ARGOSY UNIVERSITY, BECAUSE IF WE CAN'T FIND THEM NATIONWIDE, WE ARE GOING TO GROW OUR OWN, PEOPLE. IT'S JUST THAN THE WAY IT IS. THIS IS WHAT AN EDUCATIONAL INSTITUTION DOES. IT'S NO LONGER BLACK OR WHITE. IT'S NO LONGER BLACK, BROWN OR -- IT'S PEOPLE. AND THEIR CHILDREN'S LIVES. AND WHEN THE ADULTS ARE CONFUSED, AGAIN, THE CHILDREN ARE NOT. AND THEY NEED THE ADULTS TO UNCONFUSE WHATEVER WIRES ARE GOING ON IN THEIR HEADS AND GET TOGETHER WITH THE CHANGING TIMES THAT WE ARE LIVING IN. THIS IS 2016. GOING ON 2017. AND IT IS TIME. IT IS TIME THAT WE REALLY TRY -- NO, NOT EVEN TRY -- THAT WE DO GROW OUR OWN, PUT PEOPLE IN POSITIONS THAT SHARE THE SAME PASSIONS FOR OUR CHILDREN REGARDLESS OF WHO THEY ARE, WHERE THEY COME FROM, THEIR FAMILY BACKGROUND, AND LET'S GET TO WORK ON BEHALF OF THEM. A PRIME EXAMPLE OF THAT TODAY WAS THE CONTRACT THAT MEMBER STUART AND I HIGHLIGHTED ON THE UNIONS AND THE APPRENTICESHIPS. JUST THE OTHER DAY, IN TRYING TO ATTEMPT TO HELP A CHILD FROM FREEDOM HIGH SCHOOL, WHO EARNED THAT CERTIFICATE OF COMPLETION, GET WHAT, THE IRONWORKERS, WERE WILLING TO INTERVIEW THIS CHILD WHALEY WORKED WITH HIM TO GET HIS HIGH SCOOP DIPLOMA, AND HOPEFULLY HE WANTS TO BE A WELDER. AND PROGRAMS LIKE THAT HELP CHILDREN LIKE HIM. AND ONCE WE PUT THE ADULT CONFUSIONNESS ASIDE, GREAT THINGS START TO HAPPEN FOR OUR KIDS. SO UNION SUPPORT, NON-UNION SUPPORT, I DON'T CARE. BECAUSE WHAT'S IMPORTANT IS TO DO WHAT IS RIGHT BY THE CHILDREN THAT WE SERVE AND THE FAMILIES OF THIS COMMUNITY. SO AGAIN I WANTED TO TAKE THIS OPPORTUNITY TO PUBLICLY -- AND I DID NOT WANT TOO DO THAT THIS MORNING BECAUSE I DID NOT WANT TO DAMPER THE PRAISES THAT WERE GOING ON AND THE MANY DIFFERENT EMOTIONS THAT WE WERE FEELING AT THAT MORNING MEETING. BUT IT'S TIME, BOARD MEMBERS, THAT WE REALLY LOOK AT OUR CHANGING DEMOGRAPHICS AND DON'T HIDE FROM IT ANYMORE. ANYMORE. WE CAN'T AFFORD IT AS A COMMUNITY, BECAUSE IF NOT, WE WON'T HAVE A COMMUNITY. UNLESS WE UNITE AS A COMMUNITY, AS A DISTRICT, AS A GOVERNMENT ENTITY, ALL OF THESE SALARIES THAT ARE SUPPOSED TO BE USED TO EDUCATE OUR CHILDREN, WE ARE TAKING IT AWAY FROM THEM, AND THAT IS CRIMINAL IN ITSELF. SO CONTINUE ON TRYING TO FIND OPPORTUNITIES WITH OTHER UNIVERSITIES TO HELP GROW OUR OWN, BECAUSE THE TIME HAS COME. THANK YOU.

WE HAVE THE GRADUATION SEASON, WE ATTENDED 41 GRADUATIONS. SOME SUMMER GRADUATIONS ARE JUST AROUND THE CORNER. ON JULY 13th WE WILL HOLD THREE DIFFERENT CEREMONIES WITH EACH OF OUR SCHOOLS ATTENDING ONE OF THOSE EVENTS. WE ARE SO PROUD OF ALL OF OUR CONGRATULATES FOR PERSEVERING AND REACHING THIS MILESTONE AND THANK OUR TEACHERS AND SUPPORT STAFF TO SHOW THAT THEY ARE ALL PREPARED FOR LIFE AS THEY WALK ACROSS THE STAGE SO HOPE TO SEE YOU AT ONE OF THOSE GRADUATIONS ON JULY 13th. I ALSO WANTED TO JUST MENTION THE APPRECIATION I HAVE FOR STAFF. I KNOW MRS. McMANUS, SHE HAD PUT TOGETHER A GREAT TEAM OF PRINCIPALS AND LEADERS ACROSS OUR DISTRICT FOR THE TALENT DEVELOPMENT INSTITUTE. THAT WAS A COMPLETE SUCCESS. WE HAVE ANOTHER ONE COMB IN JULY I KNOW SOME OF THE BOARD MEMBERS WERE ABLE TO ATTEND THAT. IT SETS THE TONE FOR WHAT THE NEXT STEP IS IN THIS DISTRICT, IS TO ENSURE THAT THERE IS A GREAT SUPPORT SYSTEM FOR EVERY TEACHER IN OUR ORGANIZATION. WE KNOW THAT AS WE ADVOCATE FOR STUDENTS EVERY DAY, WE HAVE TO DO THE SAME FOR OUR EMPLOYEES TO ENSURE THAT THEY HAVE GREAT SUPPORT SO THAT MORALE CONTINUES TO IMPROVE ACROSS THE DISTRICT.
